Taylor, the top U.S. diplomat in Ukraine, testified on Tuesday before three House committees conducting an impeachment inquiry into President Trump's efforts to have the government of Ukraine interfere with the 2020 U.S. presidential elections. Mikhaila Fogel was an associate editor at Lawfare and a research analyst at the Brookings Institution. She previously worked as a legislative correspondent for national security and foreign affairs issues in the Office of Sen. Susan Collins.
