The Cybersecurity Information Sharing Act of 2015 passed out of the Intelligence Committee by a 14-1 vote. With that passage, and the House adopton of two similar bills in April, some of us had begun to hope that the long-awaited passage of information sharing legislation might soon be upon us. Sadly it appears not to be. On Thursday Majority Leader McConnell announced that he would roll the CISA bill into the NDAA as an amendment. Doing so would preclude privacy advocates from proposing amendments -- and as a result, the Democrat caucus has "declared war" on cybersecurity, threatening to derail the entire NDAA bill unless CISA is pulled and amendments allowed. The cloture vote is tomorrow.
