The order states, in full:
Upon consideration of the motion for stay pending appeal, the response thereto, and the reply; and the motion for leave to file a supplement to the response to the motion for stay and the lodged supplement, it is ORDERED that the motion for leave to file a supplement be denied. The Clerk is directed to return the lodged supplement. It is FURTHER ORDERED that the motion for stay be granted and the district court’s order filed July 11, 2013, be stayed pending further order of the court. Appellants have satisfied the requirements for a stay pending appeal. See Winter v. Natural Res. Def. Council, 555 U.S. 7, 20 (2008); D.C.
