On Wednesday, Paul Manafort filed a complaint against the Department of Justice, Deputy Attorney General Rod Rosenstein, and Special Counsel Robert Mueller, seeking declaratory and injunctive relief on the grounds that Rosenstein's order appointing Mueller exceeds the authority that Justice Department regulations confer.
