Well, here's the "publicly circulating" draft of the executive order on cybersecurity, helpfully entitled: White House Draft Executive Order (Publicly Circulating Copy - 11-1-12).  Note however that is dated SEPTEMBER 28, 2012 (i.e. more than a month ago) and there is no way to know if this draft is THE current draft.  Nonetheless it has the look and feel of what has been reported.  I'll have comments on the substance later, but for now ... breaking news, I guess.

Paul Rosenzweig is the founder of Red Branch Consulting PLLC, a homeland security consulting company and a Senior Advisor to The Chertoff Group. Mr. Rosenzweig formerly served as Deputy Assistant Secretary for Policy in the Department of Homeland Security. He is a Professorial Lecturer in Law at George Washington University, a Senior Fellow in the Tech, Law & Security program at American University, and a Board Member of the Journal of National Security Law and Policy.
