A Helsinki Conference For Asia

The Hoover Institution has just published a monograph of mine entitled, “A Helsinki Conference for Asia.” It can be accessed here or read below. This monograph proposes a comprehensive set of agreements to resolve the current crisis precipitated by North Korea’s pursuit of deliverable nuclear capabilities against the U.S. and its allies. The settlement envisages a peace conference that would end the Korean War, recognize current borders as inviolate, and accord current regimes international recognition by all parties.

This monograph proposes a comprehensive set of agreements to resolve the current crisis precipitated by North Korea’s pursuit of deliverable nuclear capabilities against the U.S. and its allies. The settlement envisages a peace conference that would end the Korean War, recognize current borders as inviolate, and accord current regimes international recognition by all parties. These agreements depend upon China offering North Korea a guarantee of extended deterrence against the U.S. and its allies in exchange for North Korean denuclearization under stringent U.N. inspections.

Philip Bobbitt is the Herbert Wechsler Professor of Jurisprudence and Director of the Center on National Security at Columbia Law School and Distinguished Senior Lecturer at the University of Texas. He is a Fellow of the American Academy of Arts & Sciences and a former trustee of Princeton University. He has served in all three branches of government, during seven administrations, most recently as a member of the External Advisory Board of the CIA. He has published ten books, chiefly on U.S. constitutional law, nuclear strategy, and the history and evolution of the State. His most recent work is Impeachment: A Handbook (with Black, New Edition) (2018).
