Here is a speech by former State Department Legal Advisor John Bellinger, given a few days ago at the International Bar Association’s Rule of Law Symposium in Vancouver, Canada.  John compares the Obama approach to counterterrorism with the Bush approach, analyzes why the Obama administration has “been unable to clarify the legal rules for detention,” and sketches his vision for how the United States and the “international legal community” can work together on counterterrorism problem

Jack Goldsmith is the Learned Hand Professor at Harvard Law School, co-founder of Lawfare, and a Non-Resident Senior Fellow at the American Enterprise Institute. Before coming to Harvard, Professor Goldsmith served as Assistant Attorney General, Office of Legal Counsel from 2003-2004, and Special Counsel to the Department of Defense from 2002-2003.
