The Miami Herald has posted several interesting documents from the proceedings of Omar Khadr's military commission. The most interesting for Lawfare readers are likely the plea bargain and a pair of diplomatic notes exchanged between the United States and Canada, outlining understandings between the two countries regarding where and when Khadr will serve out the sentence. The Herald also posted two exhibits: letters from the children of Sgt. 1st Class Christopher Speer, the servicemember Khadr pled guilty to killing, and an unsworn statement signed by Khadr and used as a defense exhibit concerning discussion by guards of the supposed rape of another prisoner.

Larkin Reynolds is an associate at a D.C. law firm and was a legal fellow at Brookings from 2010 to 2011. Larkin holds a J.D. from Harvard Law School, where she served as a founding editor of the Harvard National Security Journal and interned with the Senate Judiciary Committee, the Navy Judge Advocate General’s Corps, and the National Security Division of the Department of Justice. She also has a B.A. in international relations from New York University.
