Many scholars have written about the police, but almost all have done so from the outside. Rosa Brooks, a law professor at Georgetown University, is one of the few exceptions. In 2016, Brooks—already a successful scholar of national security law and a former official in the Department of Defense—joined Washington, D.C.'s volunteer Police Reserve Corps as a sworn police officer. For several years, she patrolled in some of D.C.'s most disadvantaged neighborhoods, an experience she has chronicled in her new book, "Tangled Up in Blue: Policing the American City." Alan Rozenshtein spoke with Brooks about her time in law enforcement, the structural challenges facing police in the United States and the prospects for reform.

Alan Z. Rozenshtein is an Associate Professor of Law at the University of Minnesota Law School, Research Director and Senior Editor at Lawfare, a Nonresident Senior Fellow at the Brookings Institution, and a Term Member of the Council on Foreign Relations. Previously, he served as an Attorney Advisor with the Office of Law and Policy in the National Security Division of the U.S. Department of Justice and a Special Assistant United States Attorney in the U.S. Attorney's Office for the District of Maryland.
Rosa Brooks is a law professor, journalist, author and commentator on foreign policy, U.S. politics and criminal justice. She is the Scott K. Ginsburg Professor of Law and Policy at Georgetown University Law Center. Brooks is also an adjunct scholar at West Point's Modern War Institute and a senior fellow at the New America Foundation.
