  • Robert Butler, Co-Founder and Managing Director of Cyber Strategies, LLC (Prepared Testimony)

  • Heather Conley, Director of the Europe Program at the Center for Strategic and International Studies (Prepared Testimony)

  • Richard Harknett, Professor of Political Science and Head of the Political Science Department at the University of Cincinnati (Prepared Testimony)

  • Michael Sulmeyer, Director of the Cyber Security Project at the Belfer Center for Science and International Affairs at Harvard University (Prepared Testimony)
