  • Robert Strayer, Deputy Assistant Secretary for Cyber and International Communications and Information Policy, Bureau of Economic and Business Affairs, Department of State (Prepared testimony)
  • James A. Lewis, Senior Vice President, Technology Policy Program, Center for Strategic and International Studies (Prepared testimony)
  • T. Charles Clancy, Executive Director, Hume Center for National Security and Technology, Virginia Polytechnic Institute and State University (Prepared testimony)

Matthew Kahn is a third-year law student at Harvard Law School and a contributor at Lawfare. Prior to law school, he worked for two years as an associate editor of Lawfare and as a junior researcher at the Brookings Institution. He graduated from Georgetown University in 2017.
