The United Nations Security Council held an emergency session at 10 a.m. on Jan. 31 to discuss threats to international peace and security caused by the build up of Russian military personnel along the Ukrainian border. The meeting provided a rare opportunity for the United States and its allies to discuss the actions of Russia—a fellow permanent council member—in a public international forum.
