Bryan Cunningham is a Lawfare contributor and well-known to many Lawfare readers inside the U.S. government. Before he decamped to California, he was an attorney at CIA and later Deputy NSC Legal Adviser when I was Legal Adviser. He has special expertise in intelligence matters (especially electronic surveillance) and, not surprisingly, cybersecurity.
