Senate Foreign Relations Committee Releases Report on Enhancing Transparency on International Agreements and Nonbinding Instruments

On Dec. 12, 2022, the Senate Foreign Relations Committee released a report on section 5947—Enhancing Transparency on International Agreements and NonBinding Instruments—of the 2023 National Defense Authorization Act. 

The report details the committee’s efforts to update the Case-Zablocki Act of 1972—also referred to as the Case Act—which the committee refers to as a “highly-limited and long-outdated framework for reporting on binding international agreements.” For more context, read Curtis Bradley, Jack Goldsmith, and Oona Hathaway’s analysis of the revisions to the Case Act here
