Statement from the Islamic Movement of Uzbekistan's leader Uthman Ghazi: "It’s Been Thirteen Years Since We Have Heard From You Mullah Muhammad Omar"

In the name of Allah, the most Merciful, the most Compassionate

All praise is to Allah who commanded us to speak the truth in all situations, and may the blessings and peace be upon the Prophet – blessings and peace be upon him – who taught us to be truthful.

Peace be upon you ‘O Brothers of Islam - O’ Honorable Mujahideen who has stood up for Jihad in the path of Allah in every country of the world!

All praise is to Allah, Today the Muslims are waking up based on the correct Aqeedah in every part of the world. They are recovering from the shackles that have been put on their necks since two centuries. And we have indeed witnessed this happiness in Transoxiana [lit. lands beyond the river], Khurasan, the Arabian Peninsula, ‘Iraq, Sham, Egypt, and others besides it from the northern countries of Africa, Caucasus, Somalia, Mali, Nigeria, Balkans, in addition to the European and American continents and others besides it from around the world. And we greatly rejoiced at the news of the establishment of the Islamic Caliphate in the land of Sham and ‘Iraq and the appointment of our brother – Abu Bakr Al-Baqhdadi as the Caliph for the Muslim Ummah.

With the help of Allah, I would like to inform you of a very important reality of the Muslim Ummah that many of the Muslims cannot speak about openly or are not aware of. And I wish to stress that the Islamic Movement in Uzbekistan didn’t know this reality recently, but have known it for a long time and we have indeed waited for a sufficient time so that the relevant people would state it. We regret that they have not announced it officially.

That is why, I have made a decision to announce to the Muslims this great reality which is of importance to the Ummah. This is because Allah – the most Wise – has commanded the believers in his saying:

(يا أيها الذين آمنوا اتقوا الله وقولوا قولا سديدا -70- يصلح لكم أعمالكم ويغفر لكم ذنوبكم ومن يطع الله ورسوله فقد فاز فوزا عظيما -71-) سوة الأحزاب

[O you who believe! Keep your duty to Allah and fear Him, and speak (always) the truth. – 70 - He will [then] amend for you your deeds and forgive you your sins. And whoever obeys Allah and His Messenger – he has indeed achieved a great achievement.] Surah Al-Ahzab

The fact that is very important to the Ummah in these days – is the reality of the state of Amir Al-Mu’mineen Al-Mullah Muhammad ‘Umar. For it is obligatory for the Muslims not to live under the politics of lies and illusion. And if we wanted to live according to Islamic Shari’ah – it is obligatory upon ourselves to stop from lying upon ourselves as this is contrary to our divine Shariah.

Twelve years have passed since the fall of the Islamic Emirate of Afghanistan. And with the praise of Allah and his favour – the Islamic Movement of Uzbekistan are in Jihad against the Crusaders in many of the Wilayah of Afghanistan starting from the battle of Qala-i-Jangi and Shahi Kut, All praise is to Allah. And those who were kids in the time of the Islamic Emirate have become zealous Mujahideen youth – who are continuing the revolution and Jihad that was started by their teacher – the Martyr – as we consider him to be – Muhammad Tahir “Farooq” – may Allah have mercy on him. We ask Allah to be pleased with our Mujahideen and to accept our sacrifices during these difficult times.

We greatly regret, that since thirteen years, we have not been able to find our beloved Amir – Al-Mullah Muhammad ‘Umar Sahib – the one who sacrificed his government and his emirate to protect the origin of Islam with his saying : “I will not surrender a Muslim to a disbeliever”. Nonetheless, throughout all these years, we have done everything that was in our capability to search for him. Yet every time our hopes were turned into illusion. And those who said “Mullah Sahib is still alive!” didn’t present any conclusive evidence of that.

The people who possess the real information are hiding it, and even up till now they have been presenting the Ummah congratulations and fabricated orders in his name. And specifically, we – the Muhajireen from Transoxiana – who Amir Al-Mu’mineen cared about, loved, and held in high regard, didn’t receive except two fabricated letters that were typed off on the Computer which didn’t have his signature! Nonetheless we have some real evidence that Amir Al-Mu’mineen disappeared during the fall of the Islamic Emirate.

So during these long years, we – a Muslim group – have done a lot of work to find him yet we were not able to find trace of him – so it is not strange that simple Muslims have stopped thinking about his status. It is not that we are the only ones who were not able to meet Al-Mullah ‘Umar, rather, we have not even been able to find anyone who can say to us “I have indeed seen him”! On the contrary, we have information that even his people and his relatives haven’t seen him till now, so what about strangers!

Today, there is no sign of the leadership of Al-Mullah Muhammad ‘Umar in the political world or important events, nor in the sadness or happiness of the Ummah. And I depict that as a treason [a lie] upon his personality for us to say in this situation that “Amir Al-Mu’mineen is alive and is still working”. This is because – we – by the praise of Allah – know how it was under the Islamic Emirate when we used to live and attribute [ourselves] to it throughout those years and we are very well acquainted with the personality of Al-Mullah ‘Umar.

He was a great man in a time in which the Ummah was in heedlessness. He had appeared on the battlefield on his own and in a short period of time he was able to establish an Islamic State that had nothing similar to it in the previous centuries and he was a leader who yearned for Martyrdom. So the mind nor narration can accept that he would sit hiding from the disbelievers in a place, rather away from Islamic Ummah. He would not accept for himself such a cowardly state.

Abu Maryam Al-Juhani narrates that he heard the Prophet – blessings and peace be upon him – saying : “If Allah appoints someone over the affairs of the Muslims and he (i.e., the ruler) ignores their rights, denies their access to him and neglects their needs, Allah will not answer his prayer or realize his hopes and will act towards him with indifference on the Day of Resurrection” (translation from Sunnah.com) And in another narration he says : “Whoever who is appointed over the affairs of the people, thereafter he closes his door [despite] the needs of the Masakin [needy], and those who are wronged, and those with needs, Allah will close the doors of mercy upon him despite his needs and his poorness which would be the most poorness it would be in” (literal translation – may Allah forgive my shortcomings]

To disappear for many long years is the act of a treacherous coward who Allah will not accept an excuse from, and All praise is to Allah who has protected our leaders from such a treason. And when our leaders were working, they used to receive their people on a daily basis, and they were there waiting in lines receiving guests.

Indeed this lowly imaginary story is not a matter that a man can imagine regarding himself, so how would that be in the case of Amir Al-Mu’mineen? If this person was still alive, there would not have been a political vacuum in the matters of the Ummah and he would not close his eyes upon important events. So how is it possible that the Amir doesn’t have a Diwan (Office) to receive the Muslims when he has a house to receive the delegations of the disbelievers in Qatar?!

(ويحق الله الحق بكلماته ولو كره المجرمون) 82 سورة يونس

{ And Allah will establish and make apparent the truth by His Words, however much the criminals may hate it } Surah Yunus : 82

Now, when the reality has appeared, I would not seek any evidence from those who claim that Al-Mullah Muhammad ‘Umar is still alive. Because we will never accept any fabricated letters nor political tricks! I and my comrades have visited this person and I – myself – known him very well. And so, I will not change my statement till I see him face to face! And according to Shar’iah, we regret that the verdict of Amir Al-Mu’mineen Al-Mullah Muhammad Umar is the verdict of one who is absent.

And below I would present some Shar’ee evidence that an absent person cannot be an Amir (leader) over the Muslims.

Like you all know in the Jurisprudence of Jihad, It has come in the case of “When would the Muslims have the right in choosing a leader for themselves?” :

“When the Amir or the Commander who has been appointed by the Caliph, is absent or killed or captured or is incapacitated, or when he is absent for any other reason – in such a case, it would be obligatory upon the Muslims to choose for themselves a leader without the consent of the Caliph”.

The evidence : is that in the Battle of Mu'tah, after three leaders who were chosen by the Prophet – blessings and peace be upon him – got martyred, the Muslims appointed Khalid bin Al-Waleed as their leader over themselves without his (the prophet – blessings and peace be upon him) permission. And the Prophet – blessings and peace be upon him – approved of this action.

And when the Muslims can choose for themselves a leader when a Caliph is present without his permission, so what about the case if the same thing happened to the Great Imam [the Caliph], in such a case, it would be more obligatory upon them to do that”.

Ibn Taymiyah – may Allah have mercy on him – said :

“Indeed from the most important obligations of the Religion is the matter of choosing an Imam. For, without him the [affairs of the] religion is not established, nor is [the affairs of] the world. Because the people are in need of existing in a group and when there is a group, it is necessary for it to have a head – to the extent that the Prophet – blessings and peace be upon him said : “It is not permissible for three [people] to travel, except after appointing one of them as leader”. Narrated by Abu Dawud.

And I say to my brothers, the Ansari Mujahideen in Afghanistan. O’ Mujahids, O people of the field, do not be deceived by the political trickery because some people are exploiting the name of Amir Al-Mu’mineen Al-Mullah Muhammad ‘Umar and your deeds for the benefit of the disbelieving government of Pakistan by issuing different commands under the name of Amir Al-Mu’mineen.

It is incumbent that you learn that Amir Al-Mu’mineen was never a cowardly leader who feared for death in the field of battle like how it appears to some! And it is obligatory that we do not think about our teacher in a manner that we do not love for our own selves! And we will never forget his good deeds that he did for the Islamic Ummah and we pray for him. And we say: if he was martyred then may Allah accept him, and if he is a prisoner, we ask that he be saved.

All praise is to Allah, Indeed Allah has opened our eyes on several matters during our Jihad in Pakistan. Indeed we have witnessed many plots from this government of disbelief – to trick the Mujahideen, and it has played a major role in the toppling of the Islamic Emirate. We are aware of their plots to buy scholars. Do not leave forbidden money that was taken at the expense of the blood of the Muslims to cheat you! Take caution from working as soldiers for the traitors!

As Allah says:

(يا أيها الذين آمنوا اتقوا الله وكونوا مع الصادقين) 119 سورة البقرة (أصله التوبة : 119)

O you who believe! Be afraid of Allah, and be with those who are true (in words and deeds). Surah Al-Baqarah : 119 [Correct is At-Tawbah : 119]

From what is known to everyone is that when the disbelievers of the world attacked the Islamic Emirate, he said: “[If] any of the neighboring regimes assists America in this war, then we would start and launch war against it”. And if he was not absent there would have been assistance on Jihad against Pakistan and he would have been in the frontline in this Jihad.

If he was not absent, he would not have abandoned his dear friend Muhammad Tahir “Farooq” and the Muhajireen who were under his leadership, and he would not have left them without any help. Indeed Al-Mullah ‘Umar was the one who trusted the Mujahideen of the Islamic Movement in Uzbekistan. And that is why he chose the Martyr – like how we consider him – Jumu’ah Bai Namnaghany, who was since then the Military leader of the Islamic Movement in Uzbekistan – like a commander to all the Muhajirin Mujahids, the Arabs and the non-Arabs, who fought in Afghanistan.

If he was not absent he would not have been silent when the disbelievers disseminated series of cartoons and films mocking the Messenger of Allah – blessings and peace be upon him.

If he was not absent, he would not have remained silent when the common Afghans rose against and burnt the noble Qur’an – the word of Allah.

If he was not absent he would not have remained silent when disastrous incidents happened, like that of the Red Mosque (Lal Masjid), where thousands of Muslims were martyred.

If he was not absent he would not have prevented those that worked under the name of the commission of (Shura Kuwaita) from settling the problems of the Muslims according to Shari’ah, when they were emigrants who went to live under divine law.

If he was not absent he would not have remained silent when the Islamic State in Iraq and Sham was announced, and then [stay silent] when it became the Islamic Caliphate.

For example, Al-Mullah ‘Abdus Salam Da’eef – who fought side by side with Al-Mullah ‘Umar against the Soviet Union, and worked as a Vice Minister of Defense and Minister for light and heavy manufacturing during the Islamic Emirate, who was the only Ambassador of Amir Al-Mu’mineen in the outside world during the last days of the Islamic Emirate – tried to meet with Amir Al-Mu’mineen several times when he was working as an ambassador for the Emirate in Islamabad, Pakistan. Abdus Salam Da’eef was not only not able to meet Al-Mullah ‘Umar Saahib, rather he was not even able learn about his whereabouts, and he continued his attempts to find him till the apostate Intelligence Services of Pakistan (ISI) betrayed him and sold him to the American Crusaders.

I have indeed gone to Kandahar to visit Al-Mullah ‘Umar on several occasions, and I have seen him and know him well. That is why I am speaking seriously like a man who has met him and known him well.

And those Groups that have given Bay’ah (pledge of allegiance) absently have not seen Al-Mullah Muhammad ‘Umar – that is nor themselves nor their representatives. (If they had indeed sent anyone) In addition to this, with regards to accepting their pledge of allegiance, they have not even been able to get an acceptable response from him.

I say to those who are cheating the Mujahideen with their saying “Mullah Sahib is alive!” and are working in exploiting his name: Fear Allah! Indeed the Amir Al-Mu’mineen was never cowardly like you all, living away from the field of battle! You are claiming that Al-Mullah ‘Umar doesn’t have in himself any jealousy, or courage like a simple Mujahid! Doesn’t he have responsibilities or sincerity like a simple Muslim?! Indeed he is not an angel or a Jinn to work hidden from view.

Till when would you continue to stigmatize our leaders to be cowardly? Isn’t making a person to obey a leader who is not in existence the biggest lie that wouldn’t be acceptable in Islam?!

You all know of this reality better than me. After the fall of the Emirate, he didn’t appoint anyone to any administrative work and nor did those people who were responsible for Public Affairs (Shu’oon Al-‘Aamah) before the fall – were able to continue in their work, because it was from the impossible for them to do that.

Till when would you trick the Ummah? Till when would you continue to show the truth to be falsehood? Is it from what it possible to return the foundations of the Emirate under claims and means that are not from Shari’ah? Yes, it may be that Afghanistan may be conquered again, however, when would it free itself from the influence of the Tawaqheet of Pakistan? Say the truth, and do not consider the Mujahideen who sacrifice their property and their souls to be stupid and stop this provocation!

(ولا تلبسوا الحق بالباطل وتكتموا الحق وأنتم تعلمون) 42 سورة البقرة

{ And mix not truth with falsehood, nor conceal the truth while you know (the truth) } Surah Al-Baqarah : 42

And I say to America and to its lackeys what follows: O’ Disbelievers, you will never be able to trick the Mujahideen with your dirty politics built on dirty ideologies with the permission of Allah! And do not try to trick us tomorrow with your dramas like “We killed Al-Mullah ‘Umar” like how you mockingly did [when you said] “We have indeed killed Usamah bin Laden”! Maybe this time also you would throw him in to the sea “according to Islamic Shari’ah” like how Obama claimed?! Because in that year, after a month after your drama on the superstitious story regarding Usamah bin Laden, your servant Hamid Al-Karzai released a statement saying “We have killed Al-Mullah ‘Umar” and tried to show some pictures of some strange bodies. But this was not taken seriously.

(إنهم يكيدون كيدا -15- وأكيد كيدا -16- فهمل الكافرين أمهلهم رويدا -17-) سورة الطارق

{ Verily, they are but plotting a plot – 15 - And I (too) am planning a plan. – 16 - Therefore grant a delay to the Unbelievers: Give respite to them gently (for awhile). } Surah At-Tariq

Let us leave the whole Ummah today to learn what the truth is! Like how it should be and not thought badly about the real leaders of the Isamic Ummah! We have never had nor will we ever have among us hidden leaders. (From the Jinn or the angels). Whoever who wants to see our leaders, that was possible for them. Indeed, the leaders, the Da’ees, and the chieftains of the Ummah have not lived in caves far away from their Mujahids! Our leader is the prophet – blessings and peace be upon him – and the noble companions and the pious predecessors, and our contemporary teachers like ‘Abdullah Azzam, Al-Mullah Muhammad ‘Umar, Usamah bin Laden, Muhammad Tahir Farooq, Qamandan Jumu’ah Bai, Al-Amir Khattab, Shamil Baasayif, Qamandan Dadullah, Abu Mus’ab Az-Zarqawi and Al-Amir Baytullah didn’t teach us to live hidden from the Ummah. Rather they lived sacrificing for their religion, and they showed us how to protect the origin of our religion and their actions matched their words. And we ask Allah to be pleased with all of them.

We are renewing Jihad in our times, and we are writing the biographies of Men with our blood, and due to that we seek from our brothers not to smear our bright history with dirty politics!

And we ask Allah to allow us to say the truth publicly and to make all our feet firm and make us not fear the criticism of any criticizer.

And may peace and blessings of Allah be upon you.
