Those who recall my earlier, premature, sharing of the Tallin Manual will be pleased to learn that an authorized version is now available online and I am happy to provide this link to it with the permission of the authors.  A final version will be published by Cambridge University Press in 2013. As I said in my earlier post, this is a remarkable effort that should be of interest to all Lawfare readers.  It is sure to generate much discussion and indeed disagreement, but it is also sure to stand as a significant milestone in the development of laws of armed conflict for cyberspace.

Paul Rosenzweig is the founder of Red Branch Consulting PLLC, a homeland security consulting company and a Senior Advisor to The Chertoff Group. Mr. Rosenzweig formerly served as Deputy Assistant Secretary for Policy in the Department of Homeland Security. He is a Professorial Lecturer in Law at George Washington University, a Senior Fellow in the Tech, Law & Security program at American University, and a Board Member of the Journal of National Security Law and Policy.
