Tech Tank: What to Make of the New AI Roadmap from the Senate’s Bipartisan Commission

With a bipartisan team, Senate Majority Leader Chuck Schumer (D-NY) has unveiled an ambitious 31-page blueprint aimed at regulating artificial intelligence. Crafted in collaboration with Democratic Senator Martin Heinrich (D-NM) and Republican Senators Mike Rounds (R-SD) and Todd Young (R-IN), the plan proposes a substantial $32 billion annual investment in AI research and development by 2026. It seeks to mitigate AI-induced risks such as security threats, discrimination, job displacement, and opacity, while also advocating for the implementation of a national data privacy law and export controls on advanced AI systems.

Dr. Turner Lee researches public policy designed to enable equitable access to technology across the U.S. and to harness its power to create change in communities across the world. Her work also explores global and domestic broadband deployment and internet governance issues. She is an expert on the intersection of race, wealth, and technology within the context of civic engagement, criminal justice, and economic development.
Darrell M. West is vice president and director of Governance Studies and holds the Douglas Dillon Chair. He is Co-Editor-in-Chief of TechTank. His current research focuses on artificial intelligence, robotics, and the future of work. West is also director of the John Hazen White Manufacturing Initiative.
