On Jan. 29, President Donald Trump issued a memorandum directing the secretary of defense and the secretary of homeland security to expand the migrant operations center at Guantanamo Bay Naval Station to “full capacity” in order to detain “high-priority criminal aliens unlawfully present in the United States.”

The three-paragraph memorandum cites a need “to halt the border invasion, dismantle criminal cartels, and restore national sovereignty.”
