Trump Signs Order Initiating U.S. Withdrawal from WHO

The order directs the State Department and other government actors to begin the process of withdrawal from the World Health Organization.

On Jan. 20, President Donald Trump signed an executive order stating the United States’ intent to withdraw from the World Health Organization (WHO). Citing the organization’s “mishandling of the COVID-19 pandemic,” an “inability to demonstrate independence from the inappropriate political influence of WHO member states,” and demands for “onerous payments from the United States,” the order directs the secretary of state to cease financial support to WHO, reallocate U.S. personnel “working in any capacity with WHO,” and find alternate partners to “assume necessary activities previously undertaken by WHO.”

It also calls for an end to the negotiations on the WHO Pandemic Agreement, which will “have no binding effect” on the U.S., and for “the Director of the White House Office of Pandemic Preparedness and Response Policy” to “review, rescind, and replace the 2024 U.S. Global Health Security Strategy.”
