I’m sure that I and others will have more to say about this in the future, but in the meantime, here is the summary and 88-page Vodafone transparency report  that has been widely reported this morning. As I mentioned in my remarks in the debate Ben hosted at Brookings yesterday, the U.S. technology and communications industry has been taking the brunt of the reaction to the Snowden leaks---based, in part, on misreporting of the initial facts and subsequent misunderstanding of U.S. law, policies and procedures governing NSA’s activities. I will be interested to read if the Vodafone report sheds some light on other countries’  law and practices.

Carrie Cordero is a Senior Fellow at the Center for a New American Security. She is also an adjunct professor at Georgetown Law, where she previously served as Director of National Security Studies. She spent the first part of her career in public service, including as Counsel to the Assistant Attorney General for National Security; Senior Associate General Counsel at the Office of the Director of National Intelligence; Attorney Advisor at the Department of Justice, where she practiced before the Foreign Intelligence Surveillance Court; and Special Assistant United States Attorney.
