Secretary of Defense Chuck Hagel released the following letter and memorandum over the weekend concerning the implementation of the Pay Our Military Act, which was passed in the hours before the shutdown.

Secretary of Defense Chuck Hagel released the following letter and memorandum over the weekend concerning the implementation of the Pay Our Military Act, which was passed in the hours before the shutdown. As the New York Times reported, 400,000 civilian employees of the Department of Defense have been recalled this week. The memorandum explains that the employees are those "whose responsibilities provide support to service members performing active service and their families on an ongoing basis. . .[and] those employees whose responsibilities contribute to sustaining capabilities and Force Readiness and which, if interrupted by the lapse in appropriations, will impact service members' ability to conduct assigned missions in the future."

Ritika Singh was a project coordinator at the Brookings Institution where she focused on national security law and policy. She graduated with majors in International Affairs and Government from Skidmore College in 2011, and wrote her thesis on Russia’s energy agenda in Europe and its strategic implications for America.
