Cynthia J. Parmley
Lt. Cmdr. Cynthia J. Parmley, JAGC, U.S. Navy, is currently the Navy Military Professor at the Stockton Center for International Law, U.S. Naval War College. Previously she was chief, operational law, at U.S. Special Operations Command Europe in Stuttgart, Germany, and served tours in Bahrain and Guantanamo Bay. Prior to the Navy she worked at the U.S. Department of State in Libreville, Gabon, and in Washington, D.C. Parmley holds a bachelor’s degree in peace and conflict studies with high distinction from University of California, Berkeley; a diplôme d’échange from Sciences Po Paris; and a master’s degree in international affairs and a juris doctor from George Washington University.
