Lyu Jinghua

Lyu Jinghua is a visiting scholar in the Cyber Policy Initiative at the Carnegie Endowment for International Peace. She is a retired colonel from the Chinese People’s Liberation Army. After her retirement in 2016, she was a senior fellow at Pangoal Institution, China. Her research mainly focuses on cyber security and China-U.S. military relations.
