On Oct. 29 at 1 pm ET, Lawfare Editor-in-Chief Benjamin Wittes will moderate a panel discussion featuring Lawfare Senior Editor Scott R. Anderson; Senior Fellow in Governance Studies at the Brookings Institution Elaine Kamarck; Visiting Fellow in Governance Studies at Brookings Katie Tenpas; and Lawfare Executive Editor Natalie Orpett.

The panel will discuss what occurs during a presidential transition, how each candidate is currently preparing for the transition, what went wrong in 2020, and how this year may be different.

Benjamin Wittes is editor in chief of Lawfare and a Senior Fellow in Governance Studies at the Brookings Institution. He is the author of several books.
Scott R. Anderson is a fellow in Governance Studies at the Brookings Institution and a Senior Fellow in the National Security Law Program at Columbia Law School. He previously served as an Attorney-Adviser in the Office of the Legal Adviser at the U.S. Department of State and as the legal advisor for the U.S. Embassy in Baghdad, Iraq.
Kathryn Dunn Tenpas is a visiting fellow in Governance Studies and director of the Katzmann Initiative. Tenpas is also a practitioner senior fellow at the University of Virginia’s Miller Center and serves on the Advisory Board of the White House Transition Project.
Elaine C. Kamarck is a Senior Fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management at the Brookings Institution. She is an expert on American electoral politics and government innovation and reform in the United States, OECD nations, and developing countries.
Natalie Orpett is the executive editor of Lawfare and deputy general counsel of the Lawfare Institute. She was previously an attorney at the law firm Jenner & Block, where she focused on investigations and government controversies, and also maintained an active pro bono practice. She served as civilian counsel to a defendant in the Guantanamo Military Commissions for more than eight years.
