September 2013 Guantanamo Recidivism Report from DNI

Since the DNI's last report, in March (which itself relied on data compiled in January), 3 more former detainees have been "confirmed" by a preponderance of information to be directly involved in terrorist or insurgent activities. The total confirmed recidivism rate thus increased from 16.1% to 16.6%. Two other detainees are "suspected" of having reengaged, based on "plausible but unverified or single-source reporting." This increased the suspected reengagement percentage to 12.3%, from the last report's figure of 11.9%.
Additionally, since the DNI's March report, 3 more "confirmed" reengagers have died, two more are in custody, and two fewer are "not in custody." Among the "suspected" reengagers one more is in custody, and three fewer are "not in custody."
