JOB SUMMARY:

ODNI MISSION: Lead intelligence integration. Forge an Intelligence Community that delivers the most insightful intelligence possible.

The Office of General Counsel (OGC) of the Office of the Director of National Intelligence (ODNI) provides legal advice and counsel to the Director of National Intelligence (DNI) and other ODNI officials on a wide range of legal issues to include intelligence and national security law, procurement and acquisition law, personnel law, government ethics, budget and fiscal law, general administrative law, legislative support, government information practices (Freedom of Information Act/Privacy Act), and intellectual property law.

MAJOR DUTIES AND RESPONSIBILITIES

This position is a supervisor/manager of other Attorney’s. The incumbent will provide expert, authoritative advice to the ODNI General Counsel, senior leadership and staff on extremely complex, difficult, and novel legal issues affecting the responsibilities of the DNI and ODNI as they relate to statues, Presidential directives, Executive Orders, and other related laws and policies. Render definitive legal opinions and associated oral advice on a myriad of issues, for which often no legal precedents exist. Additionally, counsel will:

Assign and monitor staff workload in area of assignment, set priorities, delegate, and monitor work assignments.

Establish and document performance objectives and communicate performance standards, providing subordinates with performance expectations that support the OGC and ODNI mission and are commensurate in scope and complexity with subordinates’ duties and abilities.

Develop subordinates, ensuring subordinates receive feedback, gain relevant experience, attend training and have access to other opportunities needed to develop the knowledge, skills and expertise necessary for their own professional development and to meet the needs of the OGC and the ODNI.

Provide authoritative support for the DNI’s statutory responsibility to ensure compliance with the Constitution and laws of the United States by elements of the Intelligence Community (IC).

Senior legal counsel to the Associate Director for National Intelligence for Acquisition, Technology, and Facilities (ADNI/A T&F), the Director of Science and Technology, the ADNI for Systems and Resource Analysis, and the ADNI and Chief Financial Officer; oversee legal support to the Intelligence Advanced Research Projects Activity.

Independently apply legal principles and use judgment to resolve complex acquisition and appropriations matters, and research and analyze a wide variety of laws, regulations, legislation, and policies, and draft or review new legislation, Executive Orders, congressional testimony, Intelligence Community Directives, and related policies and guidance.

Provide expert legal advice to support the DNI’s responsibilities to develop and determine the NIP budget and ensure the effective execution of the annual budget for intelligence and intelligence-related activities.

Establish and manage liaison relationships with external partners to ensure a comprehensive legal approach to major system acquisition law and policy; budget planning, programming and execution issues; research and technology; and the related fields of intellectual property law and government ethics.

Represent the OGC on a variety of intra- and inter-agency committees and working groups, and in hearings and briefings to Members of Congress and their staffs.

Maintain effective relations with other Executive agencies and organizations, including the staffs of the National Security Council, the Office of Management and Budget, and the DoD General Counsel’s Office.

HOW TO APPLY:

This is an opportunity for a GS-15 to SNIS Professional Tier 1 permanent position in the ODNI.

Former members of the Peace Corps may be considered for ODNI employment only if five full years have elapsed since separation from the Peace Corps.

Highly qualified GS-15s, current and former members of a Senior Service (SNIS, SES, SIS, DISES, DISEL), and non-federal candidates may apply.

The ODNI uses a rank-in-person system for GS employees in which rank is attached to the individual. If the selected candidate is a GS-15 employee of another federal agency, assignment will be made to the Tier 1 position as a permanent appointment at the candidate’s current GS grade and salary. Promotion for all GS permanent employees will be considered at an annual Career Advisory Board.

If the selected candidate is a current member of a Senior Service of another federal agency, assignment will be made to the Tier 1 position as a permanent appointment at the employee’s current salary. A selected non-federal candidate or former Senior Service member will be assigned to the Tier 1 position as a permanent appointment and salary will be set within the salary range of the position based on qualifications and experience. Subsequent pay increases will be considered at an annual corporate performance review.

Cybersecurity Attorney, IBM

Job description

Employees with professional legal training and experience, who are qualified to practice law. Candidate would be a member of the Global Cybersecurity Legal team, reporting to the chief Cybersecurity Counsel and include the following additional responsibilities:

  • Provide advice to staff of the Chief Information Security Office (CISO) on legal issues related to our corporate cybersecurity program.
  • Advise and help lead cyber incident response investigations in partnership with our Computer Security Incident Response Team (CSIRT).
  • Provide advice on cybersecurity legal, regulatory, and policy issues that affect the company across multiple business areas.
  • Work with Government and Regulatory Affairs on legislative and policy efforts pertaining to cybersecurity.
  • Keep management and execs informed of cyber incidents and legal developments.
